Kelly O’Clair, Executive Director

Kelly O’Clair, a 15-year Marine Corps Veteran, has deployed to Iraq, Afghanistan and Okinawa Japan and currently serves as a contractor for the Department of Defense as an instructor for the Navy and Marine Corps Intelligence training center. O’Clair was appointed as the Executive Director of Lady’s Grace in February of 2015 as the Organization was formed. His understanding and experience with the military community make him a great fit, as Lady’s Grace helps to bridge the gap between the military and the local community.
O’Clair holds a BA in Liberal Arts with a concentration in Science from Excelsior College and is plans on obtaining a Master’s in Business Management. He launced Sky’s the Limit Event and Party Planning in 2014 and continues to plan weddings and corporate events around the Hampton Roads area.
In the past, O’Clair has been involved in the Whitehouse Young Marines Program here in Hampton roads as well as participating in local professional and community theater groups to include; Virginia Musical Theater, The Little Theater of Virginia Beach, and The Little Theater of Norfolk. He is also the current two-time reining Intermediate Latin Champ in the Dancing with the Hampton Roads Local Celebrities.
MaryAnne Dukas, Board Chair
MaryAnne Dukas has lived in Virginia Beach for 37 years. Her lifelong career in education, including positions as a teacher in Montessori schools, an administrator at Cape Henry Collegiate School, and the Head of School of Chesapeake Bay Academy. After retiring from education, Mrs. Dukas opened Bishopsgate Design & Décor with her daughter.
Mrs. Dukas has served as a board member or chair for several local and national non-profits, including the Urban League of Hampton Roads, the National Urban League, Virginia Independent School Association (VAIS), and Horizons Hampton Roads. She continues her tradition of contributing greatly to the local community serving as the founding board chair for Lady’s Grace.
Robin Harvey, Treasurer
Robin Harvey is a partner at DesRoches & Company with more than 20 years of experience in the public accounting field. She graduated from Saint Leo University with a B.A. in Accounting. Mrs. Harvey is focused on corporate, individual, and multistate taxation. Her corporate expertise includes the hospitality industry with a concentration on taxation unique to the restaurant industry. She was named the authorized CPA for the Melting Pot Restaurant francishees in the USA. She also works closely with dental practices, homebuilders, and small businesses. Mrs. Harvey has demonstrated an exceptional approach to business development and customer service. She is a military wife and proud to serve on the board of Lady’s Grace.
Page Mathews, Board Member
Ann Page Matthews is a native of Norfolk and attended Maury High School, Old Dominion University, and Tidewater Community College. She founded and managed M. G. Matthews Construction, Inc., a general contracting company that specialized in commercial and residential building projects, and Exclusive Home Services, a company that provides concierge residential services.
Prior to this, Mrs. Matthews used her nursing background caring for her youngest child (Jack) as he journeyed through 4 years of clinical trials and therapy for cancer, neuroblastoma stage 4. He received care and treatment at Memorial Sloan-Kettering Cancer Center in New York City and Children’s Hospital of The Kings Daughters in Norfolk, VA.
Mrs. Matthew’s affiliations have been directly related to her passion for the health, wellbeing and quality of life for children and she has done significant volunteer work for CURESEARCH (lobbying congress for appropriations), Ronald McDonald House (parent intervention and orientation), Memorial Sloan-Kettering Cancer Center (Support Team Parent), and Children’s Hospital of the Kings Daughters (development programs supporter). She is also a former Trustee for Chesapeake Bay Academy. She is a member of the National Rifle Association and avid USO supporter. She currently resides in Chesapeake, VA and enjoys cycling, running, travel, cooking, and gardening.
Amy Sheyer, Board Member
As Assistant Vice President of External Relations for Beacon Health Options, a behavioral health company, Amy Sheyer is responsible for company’s media and public relations. She also supports Beacon’s government and industry association relations programs, as well as its corporate philanthropic program.
A 15-year health care communications veteran, Ms. Sheyer has served as a corporate communications executive for a number of health insurance companies including United Healthcare, Health Net and Amerigroup. She began her career on Capitol Hill, where she served as a congressional Press Secretary and Legislative Assistant for health, education and social welfare issues. Amy also serves on the board of Volunteer Hampton Roads.
Previously, Ms. Sheyer was a board member of LA’s Best Friends, which supports afterschool programs in low-come Los Angeles neighborhoods and on the Marketing committee for AbilityFirst. In 2010, Amy received Health Net’s Heart & Soul Award for her professional excellence and community service.
Dr. Patrick Thrasher, Board Member
Dr. Thrasher was born and raised in Norfolk and is a former US Army medic who served in Vietnam and Germany. As a practicing adult psychiatrist in the Hampton Roads area for the last 36 years, he has served on the medical staffs of over ten area hospitals and residential treatment facilities, including serving as President of the Medical Staffs of Norfolk and Virginia Beach Psychiatric Centers and Tidewater Psychiatric Institute, and as Chairman of the Department of Psychiatry at Sentara Norfolk General Hospital where he was, for many years, the Medical Director of the Neuropsychiatric Unit. He has also served as Medical Director of the Chesapeake and Portsmouth Community Services Boards. In addition to serving on and chairing many hospital quality improvement committees, he has participated on local and statewide committees for Anthem Blue Cross/Blue Shield and Sentara Health System. He is a founding trustee and has served for more than 25 years as a trustee of Chesapeake Bay Academy including six years as chairman. He is also chairman of the board of the Chesapeake Bay Academy Educational Foundation. Dr. Thrasher has served as a member of the Norfolk Community Services Board since 2012. In his spare time, he enjoys hunting, fishing, sporting clays and woodworking.
Paul Perusse, Board Member
Paul Perusse is a native of San Diego, CA and moved to Virginia Beach in 2001 after many years of contracting for the United States Navy. He is currently the Director of IT for a large Navy Engineering and Technical Services firm and spends a great deal of time in Philadelphia, PA.
Mr. Perusse is an avid philanthropist, serving as a board member to both the Noblemen and Lady’s Grace. He is passionate about helping children and mentors kids through 4H, Team Hoyt, and other local charities. He is the proud grandfather to Anna and Liam and is a member and supporter of the NRA.
Angela Coyle, Board Member
Angela Coyle recently relocated to Virginia Beach, after 8 years in Georgia, to return to her family’s “home base” and reconnect with her military affiliations. Being the daughter of two naval retirees, Angela is no stranger to the military life style. She contributes her upbringing as a “Navy Brat” to her love of travel and desire to work with military members and their families. Participating with Lady’s Grace allows for Angela to give back to local military families, demonstrating her love and appreciation for their commitments to country and community.
Angela earned a BA in Human Services from Kennesaw State University and Masters in Social Work, with a concentration in trauma, from Simmons College. Her experiences include homelessness, children and adolescent health and well-being, substance and addiction treatment, and women’s trauma. Having transitioned from the corporate world to clinical has provided Angela a diverse background to most effectively navigate the nonprofit world.
In addition to her work with Lady’s Grace, Angela volunteers time with her son’s youth group with Centerville Baptist Church, as well as actively engaged in their homelessness programs. She also supports many other organizations, including American Alzheimer’s Association, Out of Darkness (Suicide Prevention), and Toby’s Dream Foundation.
Jenifer Watlington, Board Member
Jenifer Watlington is an Assistant Vice President and Branch manager for Southern Bank in Virginia Beach. Jenifer graduated Magna Cum Laude from Old Dominion University in Norfolk VA with a degree in Occupational and Technical Studies and a minor in Marketing. Her passion is working with local charities. Jenifer has been the Registration Race Chair for Susan G Komen Tidewater’s Race for the Cure for many years. She also participates with Connect with a Wish in Virginia Beach annually. Her primary volunteering is done with Ladys’ Grace supporting the families and pets of our local military members. When not volunteering Jenifer hosts a networking group for local business women called Ladies Out Loud Pop-Up Networking. Jenifer is a rare Virginia Beach native and has also lived in California and Washington State. She currently lives in Virginia Beach with her husband Ron and her menagerie of animals.
